These first National Social Protection Councils, organized by the Ministry of State for General and Government Affairs, aimed to identify these dysfunctions with the aim of establishing a common basis for reform that will serve as a basis for a new system. social protection
"It is necessary to restructure all protection programs, for better integration and greater complementarity. This is an important issue to guarantee social peace and the rights of citizens," said the head of government, Saâdeddine Elotmani, who opens the meeting.
14 departments and one hundred programs
The situation in Morocco is somewhat paradoxical. The Kingdom has created more than 120 social protection programs. And more than 50% of the general state budget is monopolized by the social sectors, in the broad sense of the term. How to explain the modest impact of these programs on the population? "There is no global vision, no tools like the future unified social registry. Eligibility criteria are not clear and the absence of accurate statistics makes it very difficult to evaluate the impact of social protection on the population," analyzes Lahcen Daoudi, Minister General's Delegate and Governance.
The lack of accurate and complete information on social protection programs in Morocco has been observed by several stakeholders. Professor Driss Guerraoui, of the Economic, Social and Environmental Council (EESC), requests the development of national social protection accounts, in order to strengthen the cohesion of the programs and the pooling of resources.
The reform should also be based on a homogeneous management of social protection programs. The 120 programs available have about thirty public actors, including 14 ministries and 8 organizations under supervision.
The reform of social protection in Morocco, headed by the department of Lahcen Daoudi, is the subject of a study entrusted to the French firm Finactu. His general director, Denis Chemillier-Gendreau, recommends in his capacity of expert in social protection five great axes of work to achieve this restructuring:

– Reduce the dilution of the programs

Morocco is also lagging behind in compliance with international law. Several conventions of the International Labor Organization (ILO) have not been signed by the Kingdom, particularly those related to occupational accidents and illnesses. In these conditions, our social protection system should be literally redesigned in its most fundamental principles, instead of restructuring the existing mechanisms that have long demonstrated its limits on the social protection of employees.
